Digitization and Modernization of a State Administration.

The Context.

The desire for a modern and efficient work environment drives efforts to optimize workflows and create future-proof structures. This is particularly relevant for public administrations, which face the challenge of delivering their services efficiently and in a timely manner. The goal of the joint project was to accelerate processes, improve the availability of information, and enable flexible working conditions. Achieving this required comprehensive digitization and a realignment of existing structures.

The Task.

Our task was to support the newly created department of a state administration in the conception and implementation of projects aimed at creating a modern and future-proof work environment. This included a detailed analysis of current workflows, the creation of a customized digitization concept, and the support of its implementation. The goal was to create a future-oriented, efficient, and digitized work environment that meets the needs of the employees.

The Approach.

Our approach to achieving these goals was divided into four phases:

  1. Conceptualization of the Organizational Study: We developed a detailed concept for the organizational study. This included defining the survey methods, considering strategic and operational goals. A particular focus was on analyzing the digitization foundation, which encompassed basic systems for digital collaboration, the IT system landscape, and the readiness for change among employees.
  2. Current State Analysis: We conducted a comprehensive analysis of existing workflows. In workshops with process experts and employees, the current structures and procedures were documented. This phase aimed to identify weaknesses and inefficient processes and to highlight the digitization potential.
  3. Development of a Digitization Concept Including Implementation Plan: We created target processes that reflected the identified digitization potential. Prioritization was based on the balance between the effort of digitization and the expected benefits. The jointly developed digitization concept and the implementation plan were presented, including quick wins and a detailed roadmap.
  4. Implementation Support: As part of the project, we supported the implementation of the developed measures. This included selecting suitable IT solutions and e-government components, adapting the process landscape, and creating and conducting necessary training sessions. Additionally, we assisted with active communication and employee involvement to ensure a smooth and efficient project flow.

The Impact.

Through our comprehensive support, the starting point for a future-proof and digitized work environment was established. The new structures and processes led to significant improvements in efficiency, transparency, and flexibility. The introduction of the e-file and other digital solutions enabled paperless work, accelerated processes, and improved information availability. The successful implementation of individual projects strengthened the position as a modern and efficient work environment that meets current labor market demands.
